Levels of language proficiency

People of distinctive cultures and speaking different languages live in Europe. The Council of Europe with its headquarters in Strasbourg, France, aims at the objective for all citizens to know more languages and different cultures, as well as to communicate with each other. That is why the first European Language Portfolio was framed. Soon it became popular as almost all states of the Council of Europe developed European language portfolios for their own countries (See ). Students’ language competencies are equally understood and compared in all countries due to European Language Portfolios as they refer to Common European Framework of Languages (See ) set and defined in terms of six levels of proficiency scale from A1 to C2 which is interpreted and acknowledged by all European countries.

The level of language competence, defined according to the same checklist, is understood alike by everybody. It is entered into the European Language Portfolio. It facilitates the international mobility of all European citizens, besides it is useful for students changing educational institutions inside a country as well as going from one form to another.

such as advertisements, prospectuses, menus and timetables and I can understand short simple personal letters.
